My problem was every time I went to open either GTA V or EFLC, the game would load the rockstar popup (No option to log in anymore as everything rockstar is now online anyway and the rockstar program is no longer in use) and it would start to load (with the little blue circle around the cursor) and then nothing. I know it may be a tad late, but for anyone still looking for a fix, The x****less thing actually works.
If you still have Problem s with Games for Windows Live install this:X-L-I-V-E-L-E-S-S for GTA IV (without spaces because Steam is blocking this Keyword in Forums.) and have fun.
